談合 (だんごう)
公共事業や物品の公共調達に関する入札をするとき、業者同士が競争を避けて事前に相談し、受注業者や受注金額を決めること。落札価格を高くしたり持ち回りで落札したりして、談合する業者同士が利益を不正に分け合うために行われる。
例えば、入札の際、Ａ・Ｂ・Ｃ社が事前に相談して、B社が受注することを決めると、価格競争をする必要がなくなり、結果として高い価格で落札されることになる。企業間の競争が正しく行われていれば、より安く発注できた可能性があり、税金が不正に多く支出されてしまう。
When competitors bid for public works projects or public procurement of goods, they consult with each other in advance to avoid competition and determine the contractors who will receive the orders and the amount of the orders. This is done in order to unfairly share profits among collusive activities by raising the winning bid price or rotating the winning bid.
